During last month's national lockdown, police handed out more than 230 fines - worth £35,000 - to people in North Yorkshire not sticking to restrictions.
Of those 230 fines, 178 were to people along the coast.
Richard Flinton, Chief Executive of North Yorkshire County Council, said most fines were slapped on people "out and about in lockdown without a reasonable excuse".
